In a strange move for GW, they have consolidated a good deal of rulings and stats into one single place for convenience. Slipped in among the hype of the Black Templar relese is "WARGEAR: Weapons and wargear reference manual".
The first section is a basic & special rules reference for weapons, including types, pinning, rending, etc. Following that are the summaires from each codex including statlines for each unit & weapon in the armory. After the summaries exists a diagram of a good number of tanks & their exits/firing points, and a description of the vehicle upgrades. Finally, the wargear section, with descriptions and updated rules for every piece of wargear in the game.
The book itself is almost identical in size to the new codexes, and sells for $19.99.
PROS: Easy quick reference to the important details of every race in the game so you can quickly learn what you're up against.
Many full pages of art.
Well formatted and presented book.
CONS: No points costs listed anywhere. This is obviously to avoid eliminating the need for codecies.
The wargear itself is unsorted. A small icon by each title indicates the army it's intended for, but the list is alphabetic, so you'll find "Artificer Armor" next to "Attack Squigs".
OVERALL REVIEW:
A definite must-have for the educated player. Finally I can know what I'm facing more than leafing through the codecies of my enemy before the game. Many of the favorite "action shots" are sprinkled through the book & there are several full page portraits of the universe's most fearsome warriors.

Yeah. While you definetly don't *need* the wargear book, it falls far short of *suck*. If you only know one codex really well and constantly find yourself asking "what does that wargear do again?" or wondering to yourself if your opponent is being completely on the level, this is easier than investing in all the other codicies.
One note though...this book includes all FAQ information and errata, but doesn't update anything for 4th edition that wasn't updated already.
